The white dusty substance sounds like powdery mildew, a type of fungal disease. To control the disease, try Yates Rose Shield Black Spot & Insect Pest Killer. Click here for more info: http://www.yates.com.au/products/disease-control/concentrates/yates-rose-shield-insect-disease-spray
